FCC appoints WISPA's Louis Peraertz to CEDC

WASHINGTON – The FCC announced the appointment of Louis Peraertz, WISPA's VP of Policy, to the FCC's Communications Equity and Diversity Council (CEDC).

According to the Commission, the CEDC's mission entails making recommendations to the FCC on "advancing equity in the provision of and access to digital communication services and products for all people of the United States, without discrimination on the basis of race, color, religion, national origin, sex, or disability," including "how to accelerate the deployment of high-speed Internet access, or 'broadband,' in all communities by reducing and/or removing regulatory barriers to infrastructure and investment."

The CEDC is presently led by Chair Heather Gate and Deputy Chairs Nicol Turner-Lee and Susan Au Allen. Peraertz will effectuate the CEDC's mission for a term of two years.

Louis Peraertz has more than a decade of communications law experience, among other matters working to advance equitable access to digital communications services for all Americans. Prior to arriving at WISPA, Louis worked in several capacities at the FCC. Notably, for more than seven years he served as Senior Legal Advisor to former FCC Commissioner Mignon Clyburn in the areas of wireless, satellite, public safety, and international policies. In this position, Louis worked to achieve many of the Commissioner's top policy priorities to bridge the digital divide, such as: increased spectrum for unlicensed services in the TV White Spaces, C-band, 5 GHz, 6 GHz, and spectrum bands above 24 GHz; dynamic spectrum access management policies in the 700 MHz, 3.5 GHz, and 37 GHz bands; design of geographic area licenses and competitive bidding policies to enhance the ability of small wireless companies to acquire spectrum at auctions; and reform of universal service policies for commercial mobile wireless services. Before the FCC, Louis worked as a federal appellate court litigator for the U.S. Department of Justice's Civil Rights Division, and also served in the U.S. Army Judge Advocate General Corps. He holds a BA from Princeton University and a JD from Harvard Law School.
