The Biden administration's original broadband proposal called for "lifting barriers that prevent municipally-owned or affiliated providers and rural electric co-ops from competing on an even playing field with private providers," but that language was softened in the final bipartisan infrastructure legislation following pushback from Republicans in Congress.
