How to Meet the RDOF Challenge of Deploying Fiber in Rural Areas

The Rural Digital Opportunity Fund (RDOF) promises to bring true broadband connectivity to America’s wide open spaces, as well as the nation's small "off the beaten path" spots. Now that COVID-19 has shone a bright light on high-speed broadband's ability to enable the necessities of life, RDOF has initiated the greatest drive towards widespread connectivity since the Communications Act of 1934 enshrined the concept of Universal Telephone Service nearly nine decades ago.

To address this clear need, service providers require solutions that are simple, complete and trustworthy. Having proven its value over a wide variety of networks, fiber will be the foundational technology for extending broadband across these great rural distances. Advances in fiber and the corresponding infrastructure have made its installation straightforward and highly reliable.

Eager to take advantage of the new government subsidies, service providers both large and small are now beginning to plan and deploy broadband service to the farthest reaches of rural America. Engineering firms are lining up to help providers plot detailed network deployments, manufacturers are ramping up production to meet the demands for new hardware and software and distributors are stocking up on the piece parts needed to ensure smooth installation by construction crews.

According to FTTx suppliers, actual network rollout is the number one challenge caused by a broken global supply chain. Managing design, engineering, materials and labor resources are all ongoing challenges. Yet they are all essential for carrying out a successful new rural network deployment, as well as meeting existing market demands currently on back order.

This webinar will focus on the various elements that make up a typical rural fiber network deployment, as well as how to plan, engineer, procure and construct such a network - labor resources, supplier selection, inventory management, construction and service turn-up at the customer premises. Minesh Patel joined Charles Industries in September 2006 as Vice President of the Broadband - Access and Transmission (BA&T) Business Unit. In January 2008, Patel assumed leadership of the Outside Plant (OSP) Business Unit and is currently responsible for providing leadership for Product Management, Engineering, and Market Development. He possesses over 32 years in the Telecommunications industry. Prior to Charles, he has contributed to: engineering outside plant facilities and installation and maintenance functions for Illinois Bell, developing and registering an ISO 9000 quality system for Reliable Electric, rapidly growing Reltec/Marconi's electronic enclosure product lines and revitalizing Westell's Network Service Access business. With Charles, Patel has lead the expansion of its Fiber-to-the-Home solutions while developing a leadership position in the Wireless Active Electronic Enclosures and Small Cell Concealment markets.

Patel earned a Bachelor's degree in Mechanical Engineering from the University of Illinois at Chicago and an MBA from the University of Chicago.

Atsuo Kawamura joined NEC Corporation in April 1986. His career started as a software engineer for the development of digital telephone switching system for global communication service providers. In 2012, he became General Manager of Carrier Services Division, responsible for overall network services and solutions for telecom carriers. In 2014, he became Senior Vice President and headed the SDN /NFV business which is the core technology for next generation carrier network. In 2017, he was promoted to Executive Vice President and head of Telecom Carrier Business Unit, supervising the provision of a wide range of end to end telecommunication products and solutions. In 2018, he was assigned to the head of Network Service Business Unit, responsible for network service business to various enterprise customers as well as telecom operators. In 2021, Global 5G business was assigned as his additional responsibility.
