I'll tell you why
To put it simply, Fixed Broadband for the residential application is saturating.  The only way that we can continue to grow is to explore all the possible vertical applications.  This is what the F5G effort aims to explore, by developing use cases and scenarios that cover this much wider market space.  

The existing pseudo-standards organization (i.e., the Broadband Forum) has some issues, in my humble opinion.  It is 1) dominated by the ILECs, 2) preoccupied with the residential application, and 3) too heavily invested into the SDN/NFV concept.  

That said, the F5G effort does not intend to complete or conflict with any other SDO (BBF included).  That is the whole point of the gap analysis.  If a standard already describes the function that a particular use case needs, the F5G will use it by reference.  We shall not reinvent the wheel.  Moreover, if another SDO's technology is found to need modification, then the default operation would be to liaise with the other SDO to ask them to add that modification to their standard.  In other words, the F5G would give them the 'right of first refusal'.  Only reluctantly would F5G actually promulgate basic technologies.
